According to Politika, citizens of Prokuplje had erected barricades over several months in protest of a new landfill construction, the Utrine regional sanitary landfill. After protests led to clashes between citizens and security personnel, the Prokuplje Municipal Council decided to shift the location of the landfill.
The construction project was planned in accordance with the National Waste Management Strategy adopted in 2003. One of the strategy's underlying principles is in taking a regional approach to waste management.
